you didn't install the correct thing in the right place
or
the mod doesn't actually do that.
Nearly every single game that has some amount of flexibility of skin tone and appearance for npcs has this exact issue. It's something that to my knowledge hardly any of them have been able to fix.
I don't know off the top of my head whether there are any specific 'character model texture detail level' adjustments available in the ini / configs, but that MIGHT have something to do with it if the mod itself is meant to, but isn't visibly doing this right. But I could be way off, no clue, I don't use cbbe.
