I was wondering about that. I just put 2k hours into a hunting sim where bullet placement is paramount, and I kept wondering why in Fo4 I seem to miss so much. I assumed it was mutated creatures acting funny...
Are you not using VATS?
Are you on Survival hard? I mean... even early on there's headshots and one hit kills aplenty in normal / hard modes so... not sure what problem you're having but they are definitely the easiest creatures aside from small radroaches to kill. Get used to using VATS until you have a strong weapon. Obviously also, if you're trying to use something other than k/m controls you're gimped from the start, so I hope you are just not ... very good with a mouse to say that you 'bang on' and miss.
And also, "you think they should be slow"... well, my dude, they aren't. Get used to it.

There's an entirely different feel to fighting them compared to raiders/gunners/scavengers who all operate in basically the same way.
Go fight something else. There's plenty of dangerous things in Fallout 4 that in some way make sense to be dangerous, and that are actually challenging and even scary instead of stupid, cheaty and annoying. Try a deathclaw.
You mean in the way that makes sense. As I said to the last guy, if you want something like that, fight a deathclaw. Or a behemoth. Or an assaultron, which are also annoying, but which make sense and are not stupid.
I'm not strictly against them being unnaturally agile, though I'd prefer them to do it by actually running about crazily than having a fakeout animation.
Haha yeah, the suiciders are interesting. Good source of mini-nukes too, or a good way to one-shot an entire squad, if you shoot the mini nuke. You know, the ferals wouldn't be so bad if it counted every shot I actually hit them with. That's really my biggest complaint. If they didn't get that cheaty freebie it wouldn't bother me so much. It'd still bother me some, because something that rotten should NOT be able to move like that, but at least it wouldn't be a flat-out cheat.
Edit: Oh yeah, the suiciders! One time one of them hollered "We are super mutants! We are the future!" and then suicided to kill a bloatfly.
Or, here's an idea, what if they didn't get to make that first bullet vanish, but if it wasn't a kill shot (which most of them can take at least two or three shots, so most of the time it won't be) they fall down clumsily but then do a fast-crawl towards you on the floor? Still kind of scary and at least as challenging to hit, but no more ninja-zombie.
It does feel like a missed opportunity that they don't crawl after you in the manner of assaultrons.
The first time one of those things came after me like that I almost turned the game off for good.
I am terrified of bots lol (go figure I'm a huge synth supporter) that whole 'terminator gonna getcha' thing was spectacularly used here.
