Go through the nexus individually and look for things you want. Improvements in physical appearances, housing, settlement areas, fighting, encounters? They're all there. Since you've definitely played at least once all the way through (though ... 59 hours seems far, far too little to have actually done much more than the bare minimum, my first play through was fully 400 hours?) just figure out what you want out of the game.
Lists rarely are more than 'load too much crap onto your game and wonder why the mods are all half-broken'.
I've spent so many hours creating my own modpacks and this one finally scratches the itch for me.

Even though some of the new Animals don't really seem to make much Sense (mostly the new Hybrids)
HIGHLY RECOMMENDED:
Optimized Vanilla Textures
Valius 2k textures
Roads Redone 2k faded
Church wall retexture
4k posters retexture by Wolf7808
NMC Bundle HIGH
Paint That House
SavrenX HD Vanilla Landscape
Vaultsuits UHD (dpillari)
Gravel Redone 2k
FTO Power Armors UHD
FlaconOil (parts 1 2 and 3) (texture mod for various objects)
Natural Grasses and Groundcovers (adds grass without making everything too green)
OPTIONAL:
Light Radius Redux
Enhanced Lights and FX
ERDL Military Fatigues
Eli's Armor Compendium
MMP4APA - Minuteman Paint for ALL Power Armors
We Are The Minutemen
You'll want AWKCR of course too
Simple Black Power Armor Retexture Updated
--> The above mod replaces shark or pink power armor paint for a nice simple black one. still comes with dings and scratches, so it looks thematic. its just cleaner than "factory grey" paint. It also lets you have black PA without being part of the BoS, if that's your thing.
Immersive Radio Freedom
Elvani's Track Pack for Diamond City Radio (+Fix that sound)
I have a zillion mods but these are great. I hope this helps.
FAR - faraway area reform
Lights don't cast shadows
insignificant object remover (not entirely sure about this one tbh but it doesn't seem to hurt)
either disable godrays through console command (gr off) or use a gr ultra fix
RAW input (mouse x y sens fix)
so shadow quality and shadow render distance are going to be your biggest performance booster, this is going to vary upon your system specs but for me (i9 10900 @ 4.7) i have my shadow res set to 1024 (low settings) and distance set to 3000 (medium settings) and i'm running subtle enb preset with ambient occlusion and detailed shadows (which doesn't seem to affect fps much at all)
if you're running taa i suggest adding this to your fallout 4.ini in your documents under "display" section:
fTAAPostSharpen=0.15
fTAASharpen=1.8
fTAAHighFreq=0.68
fTAALowFreq=0.68
fTAAPostOverlay=0.15
this should reduce the blur you get when moving your character at all
HIGH FPS PHYSICS FIX (THIS IS HIGHLY RECOMMENDED) not only does this untie your fps from the game engine, allowing you to run higher than 60 fps without disrupting your gameplay, it also dramatically reduces loading times up to like 5 times (from my experience)
boston fps fix, or AIO installer (i don't rm the exact name) might help you out with fps too while roaming downtown, i suggest looking for another variant of that mod called AIO or something like that
less trees mod this might help fps too, i have not fully tested this one but worth a shot
welp this is all that i can think of as for helping with performance, if you'd like any more help with this then feel free to add me and dm me.
good luck
I have a star cores mod for nuka world so I don't have to scour the entire land for all of them. Its very convenient.
Its an interesting DLC to be sure, but its VERY repetitive with its fetch quests.
Nuka Cola Museum lady is back asking you to find nirnroot.
