Report a translation problem
Note that a few locations have odd edges where you'll get a different Mk because the settlement crosses into a different level zone, like right in the northern corner of Egret Tours Marina near the river. If you build a turret in the edge area (or place it from storage) it will have the Mk for that section, but if you move it elsewhere it will still update to the right Mk for its new position the next time the world cell it's in reloads.
Maybe I can find a mod that allows me to choose the turret type.
Even when you could cycle it randomly, the maximum was still restricted by the limit for the area, so you might be remembering cycling it in another location.
