If your computer or laptop has an RTX 2xxx or 3xxx model video card, it will have trouble with the Weapon Debris in the game so that will need to be turned off.
You get to the start screen - what about the OPTIONS menu? Did it run enough to get your specs to tell the game "run at medium" or "run at ultra"?
What resolution are you trying to run it on the computer?

Ok, so i went to the options and changed the setting to the lowest details and was about to sign in to bethesda for i could download some mods and the screen start to blank. so i just stopped it with Task-manager. but here is the crazier part, i had been having trouble downloading game for Stream, i download the game to my internal HHD but its No Where to be found in file explorer... Im not sure if that could be part of the issue or just an odd coincidence...

can be done it seems, though it'll be nothing spectacular. It's not gonna be due to a cpu with low clock speed so much as being a laptop cpu with low clock speed whilst having no other option than being one that tries to double as a gpu.
The cpu is good enough. The lack of a good gpu is going to be an issue. If you can't get 60 fps in Concord it isn't going to work when you reach Boston where the graphics load is much higher.
I know the spec on the desktop at that much better. But in know the graphics card isn't integrated into the motherboard... Although It is a Dell, so i know that will make things hard getting descent compatible upgrade parts for it. It does have 16gb Ram and i believe the processor is i5.

Do you mind if i asking some simple questions once in a while? I am currently taking classes to get Cisco certified for IT Essential Hardware and Software but the class is taking long to get to the knowledge i want for building a gaming. At lest the programming class is going some what faster. But I'm rambling, if you don't mind? if i could ask you some question once in a while.

Problem with laptops is you cannot manually switch GPUs, Windows Green will always be in charge. Must disable integrated GPU in Bios, performance for battery life trade off.
