You can see the mods max levels per monster set by the mod if you look at the mod via FO4Edit. This way you still get level 100 mobs but you won't need 12 fusion cores to kill a single ghoul.
Every attempt at creating a level cap for the player has failed afaik. There should also be no reliable way to lower your level.
I'm building a huge town and I'm level 43 or something now, didn't even start the story, I'll step one side outside my town when I'm done and die lol
Pretty sure you have mods doing something way wrong, then, because if you're level 43 you should not just "step outside and die".
What huge town? What mods? Where are you building?
Why I play Horizon where it takes forever to level because building and crafting xp is removed and other xp is removed. The other nice thing about Horizon is mobs and you do not scale with level so there is no bullet sponge effect the higher you get (which is what I assume you are aiming to avoid?)
Another thing is Horizon completely removes mob level limits by zone, lol.

It would be the best answer if it was right but unfortunately that command doesn't work, all it takes is a small test to see if something works before you suggest it as a solution to other people's problems.
