I have that too, but still occasionally get the ridiculously long elevator rides. My guessing is it has something to do with scripts catching up that might not necessarily be in the area you are in.
The fix is to load a save made before going into any elevator, restarting the game and loading said save. Otherwise have fun doing the same things leading up to that elevator all over again, as per having to do the same as if it were the infinite loading bug.
What I do now that seems to get around that is hit the ESC button for a few seconds, then back out of that to get back into the game. It seems to work for me, for now.
It seems to be some loading issue that gets stalled as the engine attempts to transition from closing the current instance (ex: interior scene) and calling up the prior instance (Exterior scene).
This was most noticeable in Far Harbor when leaving the vault in Cliffside Hotel via the elevator. But I have noticed it more recently in some instances in the Commonwealth.
