it doesn't let you scrap everything like SE but it works better with mods like previsibines and such. it doesn't fight to be at the bottom of the load order.
to scrap or move un-movable objects, for example, you press the INSERT key on your keyboard to enable like god mode of moving things. then you can usually move or scrap whatever. but PE has limits, it won't scrap everything like SE will.
for things that you want to scrap, even without a mod, you can use the console. just open the console then click on what you want to kill and type:
and the reason things get laggy is because when you use scrap everything, it has to go through and break all these precombines in order to be able to let you scrap those things individually. so now you enter a scene, before you were having to render / process 100 objects, now with broken combines it's gotta render 1,000 objects and that's how you notice the difference. you can see it in your framerates
and yes PE has a scrap mechanic but it's limited compared to SE. main-stays at each settlement can't be scrapped with PE, like the projector tower at starlight drive-in or the houses at sunshine tidings co-op. stuff like that is permanent.
but there's this computer desk in sanctuary that you can't even scrap with SE, but pressing INS key with place everywhere will let you pick it up and move it around. you can't scrap it but you can move it out of the way. :)
In theory this turns precombines and preculling ini's on and off. The on setting should see a performance improvement if SE is responsible- at least in South Boston.
However I have mods that probably alter SB like SS2C2 so that conclusion is unsure.

Again I have tried this mod w/o noticing a difference. It may predate SE Ultimate so that could be a factor. But I think it is a mod list problem. Too heavy for my cpu.
The only solution is to throw more cpu at it. I have faster pc's than what I use for FO4 so I'll try one of them to see if there is a difference.
edit - another issue is load order precedence. Some mod types take highest priority over others regardless of the load order. It's more complex than just "esl's are treated as loose files" etc.

The reason your frame rate climbs when you scrap these items outside of settlements is because the same items are meant for scrapping inside the settlement are not intended to be scrapped outside the settlements.
Put simply the game has to do extra work that it was never intended to do.
and what do you mean by not working, is place everywhere being disabled and not loading or is it just not scrapping in the game?
