I tend to name armour pieces so that they're together as a set, so that I can easily put them all back on if I've been wearing a hazmat suit or something.
Not a rocket hammer (or the Explosive legendary effect) , but I did play around with my glitch weapon Blastorm when seeing how much protection I got from anti-explosive defenses. I don't remember if I actually died, though; it's at least easier to control than something firing MIRV fat man rounds.

You only use the console to place the legendary effect on a weapon that already has one legendary effect.
It works.
I've only ever used it with the pistol and the assault rifle. I recommend you only use the pistol. It's just a massacre with the assault rifle
Unless Bethesda suddenly decided to change the game recently, there's no mistaking how it works. I'll check that, of course.
EDIT: Yep, checks out exactly as before. I grabbed an Explosive combat rifle from my existing stock of legendary weapons, dropped it, used a getplayergrabbedref command to get the reference ID, and then an amod command on that to add Never Ending (001CC2AC). It became Never Ending, but was no longer Explosive.
The ECO mod for FO4 allows you to add several legendary effect slots to a weapon. I /think/ it limits which effects can be added at the same time, but I'm a bit unclear how exactly it works.
You can have Two-Shot and Irradiated (+50 rad damage) at the same time, for example. Not sure if you can have rad damage along with poison or bleeding. Or Explosive and Two-Shot at the same time (that would probably be so overpowered it'd make every fight very dull).
