Garvey doesn't give a poop about Sole Survivor or the other MM who fell for his con game that SS finds dead all over the commonwealth. It's a nice gambit, tho. What about the "settlers". If he cared about the settlers at Ten Pines he would have sent SS to tell them to move to Sanctuary Hills, the practical solution to their problem.
If Garvey's motivation is not the settlers, if he presents himself, the last member of a dead organization as being with the Minutemen, then his motivation seems to be not for settlers, but for his own ego.
I get that it's a game mechanic, but (1) a better mechanic would be if the SS kills off two factions, the last faction is essential (2) even better would be to allow SS to kill all three Commonwealth factions, and build his own dang Signal Interceptor if maxed out science perks (3) Even better would be option 2 plus allow SS to kill off/change each of the factions. "LOOK AT ME! I'm the Father/General/Elder/Toaster fan now!"
For example, I just had to do that with Edward because he attacked me after Lorenzo's quest when I went to Cabot House (and I sided with Jack). Claimed the entire thing as my own with the SetOwnership command, too, after murdering him, thanks to that betrayal.

It's implemented in such a way that it is obviously frustrating.
He is essential, so unless you have already completed anything that ever involves him - such as meeting with him to destroy a faction, or create a device, etc, he should be left alone console and all. He's part of the game's programming, and should be there - period - that's just literally how it works.
Other characters are not essential after a certain point, some of them can be put down, others not so much. But your beef with him is not his character, but how the code deals with multiple overlapping and sometimes conflicting mission requests. That's a bethesda feature, not a thing that's somehow wrong about the character.

then disable his AI. he has no I, just disable his A ;)
Morally, none of the quests are principal to the player char., you just metagame go through it to enjoy the play.

I simply put a copy of said file in a folder on the desktop, .txt with the path and I am done.
Simply build a stronghold with a teleportation mat and no doors at Sanctuary and you'll be able to avoid him all the time.
If you play at survival, you will need a door, but if it's an electric one, you can lock him out quit easily. After that just make sure you won't encounter him.
Sooner or later you're able to set up shop at some many spots, you don't even have to be in Sanctuary anymore.
And when you don't visit that place, you won't encounter him either.
