The brightness you're seeing is not a normal behavior for the game.
steam has a 'clear shader cache' option somewhere. idk if that's the case but this may be tried.
screenshots look like the first version of 'bloom' effect. it had a poor implementations back then. It's counterpart is HDR lightings.. They can't co-exist together (at least they never couldnt)
if you install enb, you may modify bloom and hdr settings. maybe fallout4 ini's also have access those effects too.. It might be the solution.
I'm sorry that your game is being difficult. Hopefully we'll figure it out!
