Screen micro-stuttering FIX
Hello everyone, some days ago I re-downloaded Fallout 4. As you may already know, this game has some serious problems with RTX20XX and RTX 30XX, I've read any sort of explanations, and tried many possible solutions to the horrific stuttering problem. However, nothing seemed to work properly, since today.

How I fixed the stuttering problem

This is not intended to be a definitive solution for all players, it worked for me and so I decided to share it with you, if this won't work for you, it's not my concern
  1. Go to "documents/MyGames/Fallout4" folder and open Fallout4.ini; under "[General]", paste this string "iFPSClamp=60" (" "<-not included).
    [General] iFPSClamp=60 sLanguage..........
  2. Via NVIDIA Control Panel set a maximum Frame Rate to a number under 100 and more than 65, to reach almost constantly at least 60/70 FPS.
  3. In launcher settings, disable weapon debris.
  4. Now play around with the other advanced settings, to reach at least 60 FPS.
My settings (I'm thinking of increasing something, but I'm also afraid of ruining everything T.T) are:
  • Window Mode= NO
  • Resolution= 1920x1080
  • Antialiasing= TAA
  • Anisotropic Filtering= 16 Samples
  • Texture Quality= High
  • Shadow Quality= Medium
  • Shadow Distance= Medium (this, in particular, is heavy to elaborate for GPUs in this game)
  • Decal Quantity= None
  • Lighting Quality= High
  • Godrays Quality= None/ Low
  • Depth of Field= Standard
  • Ambient Occlusion= SSAO
  • Weapon Debris= off
  • Everything underneath is unchecked
My PC specs are:
RTX 2060 super
AMD Ryzen 5 3600
16 GB DDR3 RAM
SSD 6Gb/s

The one thing I hate about using fps clamps is that my fps is wildly inconsistent across the wasteland and dropping below 60 makes things run in slow-motion.

Something I would like to add is that to make fps clamping more consistent you want to shoot for an overhead of about 30 or so fps to compensate for any variances between cells/locations. So ideally you want to configure settings to run the most demanding parts of the game as close to 60fps as possible. That part is a bummer as you'll configure it to run over 100fps in the countryside, then it tanks to 40 around Hangman's or other built-up areas.

The game does not have a issue with the RTX cards, with the exception of selecting weapon debris. Which cause CTD's with some players. I am using a RTX 3060 Ti and the game play is smooth, no stuttering and no CTD's. Very stable.

This is all settings on Ultra and max viewing distances, with the exception I have Godrays set to med. And wetness is turned off. But those are for visual reasons. Not performance concerns. I am also using the Nvidia HBAO+ selection. Gives better visuals with light sources.

I am playing it 1920 x 1080 , with fps capped at 60 fps, using Nvidia's Fast sync option.

But not saying your tips will not help someone, so do not take this as a negative response. it may still be a good way from some to enjoy the game more.

I had stuttering issues before I started using Rivatuner Statistics server.

I tried so many ways, installed different mods like Buffout, Shadow Boost, etc., and still I had a strong annoying FPS drop. And now I came across this page, did as Mastro wrote and set fast Vsync as described by wtiger27. And finally I have a smooth, great game! Finally, I can play calmly without wasting my nerves. I set the max fps to 80. This is the best solution I could find. But be sure to install the Sprint Stuttering fix anyway, it’s a great mod that will make your game even smoother.

For people using AMD. Radeon Enhanced Sync seems to be the alternative for Nvidia fast Vsync.

Hey guys I redownloaded this game the other day after seeing the show because I wanted to play through it again. I was extremely frustrated at the stuttering due to my laptop computer being much more of a beast than when I first played Fallout 4 when it came out.

I tried all of these methods and nothing worked, but then I found out that a simple fix I stumbled on is that I had my display only playing through my external monitor. When I switched my display settings to "duplicate displays" it completely fixed the stuttering and my fps is now easily over 80 and no more stuttering. There must be some weird delay if the display only goes to an external monitor versus when it is duplicated. I wanted to share this incase it helps someone else!

I simply went to preps ini folder in steam apps common Fallout 4 and turned borderless to 0 and full screen to 1 and saved changes. Seemed to fix my molded game with a couple fps sprint mods. I'd give this a shot my windows 11 Lenovo is now running this game smoothly.
