Cpu isn't the problem, only work 30% max in this game. Other game work fine
A warning, this game does not like to run over about 80 FPS as scripting errors start occurring and it will cause a lot of errors in your game. And if you run over 60 FPS, you should get the mods that allow that to occur.
The game was made to run at max 60 FPS.

Weapon debris has to be turned off as drivers for Turing cards (rtx and late gtx) do not support it anymore.
The game has to be configured for modern hardware -
Set any "ipresentinterval" entries to 0 in the fallout4.ini and fallout4prefs.ini is a must-do. This turns off the in-game vsync which tries to limit the fps to around 60.
The control panel needs to have vsync off and the fps capped at 60 unless you install mods to unlock the fps.
This is a game engine limitation. I don't know if g-sync will also have this effect. Leave the fps uncapped and it should be around 100. Downtown however is a low fps area.
The game is nearly single-threaded. You will never see cpu or gpu usage rise to any great height. I can play in 4k with a 1080ti and i7-2600. Modded that quickly changes.
The HD texture pack can be an fps killer. Better textures exist in mods. You shouldn't have any problems on your rig.
I have disabled vsync with "ipresentinterval". At the game runs great at 140 fps, but in areas down to 60 - 55 and only 40% usage GPU. Engine limitation obviously.

Not really. I am playing the game now on a RTX 3060 Ti and it performs really well. No stutters, very smooth scrolling. With all settings set to max, with the exception of Godrays are set to med ( I do not like how it looks higher ) and weapon debris is off.
But I am playing it at 1920 x 1080, with max fps set to 60. Which is what the game was programmed to be played at on a pc. Exceeding those can cause all kinds of issues.
My rig is dated 2014 and I was getting 15FPS in Sanctuary. Now it's around 45FPS in the laggiest areas, I can breeze through.
Godrays in med looks really good
