How does one throw a smoke grenade? There is not one in my inventory nor is there a recipe in the chemistry station...

You can't throw what you don't have.
All the smoke I've gotten was from Preston Garvey. He gives you one of three kinds: "help", "mark artillery target" and "blowing smoke up your ass"

If you are talking about minutemen artillery thing, you can obtain them from minutemen settlements, they spawn a few everyday at workbench inventories.

I didn't know this. I thought it was 10 and that's it! I might have built some artillery if it was more than just 10.

If it's the first time you will use it, talk to Ronnie shaw after you built and assigned someone to the artillery. She will give you some as the part of the quest. (Or it was right after you grabbed the artillery schematics and parts..) Or there were some in the wooden box in the Castle armory.

I'm not talking to Ronnie Shaw ever again. Never.

Ok I've just checked it to clarify; If one settlement has an artillery built on and someone assigned to it, those settlements produce artillery smoke grenades.

All it does when I talk to Ronnie is open her inventory and there is no flare within.

Flare? It's a different thing. But you can find Flares too, in minutement settlements,
Build an artillery at Sanctuary and assign a settler to it, then check the workbench inventory daily. You'll start collecting them eventually.

It says to throw a smoke flare to mark the target area.

Okay, you seem stuck.. Open up console (~ key) and type this and press enter;

You assign Smoke Grenades to the Quick Menu number keys. Press the corresponding number that you assigned the Smoke Grenade to. You will see the change from conventional Frag Grenade to the Smoke Grenade. Now simply throw the grenade in the same manner with the key you use for grenades. After, I just switch back to the Frag Grenade (so I don't forget and throw a useless Smoke Grenade at an enemy, that doesn't do any damage) lol!

No, the flare gun is for the BoS support. The Smoke Grenades are used in the same manner as Frag Grenades.
EDIT: It was pointed out to me the that Flare Gun is for Minutemen Support.
