How do you add legendary effects to your vault suit with commands?
I was trying to add a legendary effect I found on one piece of legendary armor to the vault suit I had since the beginning of the game and then I was going to disable the original piece of armor that had the legendary as a way of sort of roundabout transferring legendaries but when I try to apply to legendary to the vault suit it wouldn't work for some reason.

Legendary effects can be added to items through the console by following the next steps:

Drop the item on the ground.
Pick up the item in the air by holding E (how you would normally drag ragdoll and other objects around).
Open console and enter "GetPlayerGrabbedRef." This returns the RefID of the item you're holding in the air.
Take note of the returned RefID.
Look up the ModID below for the desired legendary weapon effect, note it as well.
Enter the following in the console (substitute the appropriate RefID and ModID): [RefID].amod [ModID]
For example, you would enter in something like this: f00726b.amod 001cc2ac.
The item will drop to the ground, and when you go to pick it up, you will get an overview similar to the one you get when you pick up any given legendary item for the first time.
As a simpler alternative to points 2 - 4 you can simply left-click on the item when it is lying on the floor. The RefID will then be displayed on-screen just as if you used the mentioned console command. Bear in mind certain weapons can be unusually challenging to left-click when dropped, so if this is unsuccessful, use GetPlayerGrabbedRef instead.

You can't stack several mods on a single item, but you can replace a mod with another one via the console.

The thing is I try to similar thing to this because I could do it with weapons but when I tried to do it with armor it wouldn't work for some reason?

Also these were all weapon legendaries.

That is the process, obviously it needs some tweaks to do it with armor. Such as swapping the weapon mods for armor mods.

I've used this before when I was trying to modify a vault suit giving it the cryogenic legendary from far harbor that had on a piece of leather armor and it wouldn't work

It won't work with regular vault suits because they don't have a legendary "slot" (attach point) to allow the legendary effect to be attached unless you've modded your game.

The exception is the Legend of Vault 88 suit you can get in the Vault Tec Workshop DLC, because that one does have a slot (as you can tell since it already has a legendary effect on it). You could spawn a copy of that and modify it if you wanted.

This is also a general problem if you're trying to add legendary effects to a lot of different items, as the legendary slot was only added where the developers were intending to use it.

I'm afraid so. Legendary effects are classed as mod parts (just like a longer gun barrel, but with no physical component) and even when using console commands, mod parts will only attach if there's a matching slot on the item.

Legendary effects need the legendary slot, ballistic weave needs the ballistic weave slot, gun barrels need the barrel slot, and so on.

If you have the Vault Suit Customization content from the Creation Club, that can be used to modify Legend of Vault 88 just like any other vault suit, so you could recolour, renumber, and rename it to whatever you want, and use a console command to give it a different legendary effect.

EDIT: And of course there are likely to be game mods out there that add the necessary slots to different items.

I once thought I would like that CC but the fact vault suits you create with it act as outer armor instead of under armor kind of disheartened me from buying it.

After all I love the vault suits in the default game because they work as under armor that I can put different pieces of armor on top of which I like to do with my settlers.

Also another question I tried to add the cryolizer to a marine armor piece and it wouldn't work either!

As far as I recall (and I'll check), only the new "utility" vault suits count as outer wear. The regular vault suits work as underarmour just like before.

EDIT: Confirmed that the regular vault suits still work as underarmour. The utility suits don't, but they can be modified with ballistic weave if you've gotten it from the Railroad.

What do you mean by "cryolizer"?

Cryogenic (from far harbor DLC)

10% chance to freeze melee attackers, once every 20 seconds.

I just tried it myself with each of the marine armour pieces (some zealot marine pieces bought at the Nucleus and the assault marine helm from the quest) and it seemed to work.

I'd make sure you're using the correct ID for the Cryogenic effect by entering this console command:
help cryogenic 4 omod
This will show you the full 8-character code with the right two characters at the start for your game. The wiki lists it with an "xx" at the start instead of proper numbers, because that can vary depending on the position of Far Harbour in your load order.

you could try this mod, it lets you swap legendaries around just like they are a regular mod, AND solves your problem with vault suits being treated as armor.. it makes most clothing (including vault suits) wearable under your armor.
unified clothing overhaul.
https://www.nexusmods.com/fallout4/mods/18489

it does make it a little to easy to kind of cheat your armor from light to medium or heavy, ie heavy leather armor, right from the start... but i just choose not to use that. it does also change the name of 'regular' armor to light leather, light metal.. etc.. which makes it a little odd when you use the mods to make a lighter armor, it becomes lighter, light leather armor.. or something like that.
i've been using it for years, haven't seen any problems with it, tho swapping legendaries is a little bit overpowering, especially when you make glasses and your wedding ring have legendary effects too, but oh well.
