Make sure to play without mods to see if it works (fresh install).
Running latest build of Win10 here, and Fallout 4 runs without issue.
Have you done any updates to your Windows lately? Also, system specifications could be helpful, hardware and driver versions.
I use windows 10 and fallout 4 runs just fine as long as a windows update does not replace the manufacturers drivers with an incompatable microsoft version instead.
Also, just turning off your antivirus does not always work. Add Fallout 4 to the exceptions in both your antivirus and in Windows Defender.
Make sure you're running the game as the Administrator of your pc.

I'd request a refund through Steam.
No part of your computer is good enough. You need a gaming laptop not a notebook. Even the model of your laptop states its clearly not meant for gaming
You need a cpu at least twice as fast. Your graphic card needs to be about 6 times faster, you need double the ram........that is just to hit minimum requirements, even then depending on what you can put up with you still may not find it that playable. (different people have different opinions on what is playable)
You need a much faster computer.
There is a reason they list requirements for games.
Sorry as above, you either need a much faster computer or a refund.
