HUD Missing/Camera Won't Focus in LooksMenu

Got an annoying bug where the HUD won't show up unless I'm interacting with something like a container or NPC or aiming my weapon.

The entire HUD is missing in these moments (health, ammo, compass, even the stealth notice up top) but if I get close enough to someone or something or aim my weapon it shows until I stop doing this or back away. I've tried going to older save files but the only place where it's not happening is way back when you first leave Vault 111 (and I'd rather not have to repeat the last 30 hours all over again so soon). The problem does appear in power armor but ONLY if I load a game where I'm already in power armor, and the power armor bug goes away if I just exit and reenter the suit.

What might also be related is I've tried everything I can think of (including HUD mods) to fix this (and if anyone tells me to check the HUD opacity option I'm gonna lose it) and when I tried entering the character creator via the showlooksmenu command, the camera refuses to move to focus on my camera at all. If I go to modify the face the camera stays where I last had it (it'll even stay in 1st person if thats where I was when I used the command), if I change my body shape it still stays where it is, it refuses to move and makes me think that might be related to my HUD problem.

Does anyone know how to fix this? Every post on every site I've checked gives similar solutions and none of them have worked so far (resetting my video settings, using the tm command, interacting with power armor/npcs/settlements/whatever, disabled ALL my mods, using HUD customizing mods). I would really appreciate any help because I'm at my last straw with Bethesda and their crap at this point.
