2) yes some mods can be removed, if you do not know what kind can it is best to not do it
a) you can always remove mods that are just texture and/or mesh replacers
b) you can remove most mods that do not have scripts (but not all)
c) you cannot remove mods with scripts unless the mod author says you can and you exactly follow his uninstall instructions
