Royally screwed up installing mods manually - any help?
I'm at the end of my rope. I stupidly decided to uninstall EVERYTHING because I couldn't get the structures tab to show up and I thought it was an issue with my dozens upon dozens of random mods, and now I can't re-install any of my mods. They're not working at all. Vortex isn't deploying the mods that I've installed. I have the mods I want in the Data folder, I changed the stuff under strings in Fallout4.ini, added the bEnableFileSelection=1 in Fallout4Prefs.ini, and my plugins folder looks like the following:
Fallout4.esm
Northland Diggers New.esp
SpringCleaning.esm
VerySmallGenerators10.esp
Scrap Everything - Ultimate Edition.esp
SC_ExpandedScrapList.esp
MoreWeaves.esp
MARVIM!&NUKA!!.esp
LunchboxSurprise.esp
NukaVimRack.esp

I don't have the DLCs in there because I don't know what order to put them in, but when I load up the game, the DLC stuff is untouched and none of these mods are loading.

The funny thing is, the way I got the Structures tab back is by plopping GePalladium's Workshop Menu Missing Tabs Fix into the Data folder and doing nothing else. That installation worked, but the above mods aren't being installed. I've read through multiple tutorials and it directs me to do the same things that I've already done, yet I haven't been able to fix the issue. What am I doing wrong? Thank you!

I can't help with your Vortex issues because I don't use it, but I do have some comments. Neither will directly address your main problems, but both are important in themselves.

Your Main File/DLC load order should be as follows (and Vortex should handle it automatically if Vortex is installed and configured correctly).

Fallout4.esm
Automatron (DLCRobot.esm)
Wasteland Workshop (DLCworkshop01.esm)
Far Harbor (DLCCoast.esm)
Contraptions Workshop (DLCworkshop02.esm)
Vault-Tec (DLCworkshop03.esm)
Nuka-World (DLCNukaWorld.esm)

Regarding your mods, you should not use Spring Cleaning and Scrap Everything simultaneously. Both mods warn you against using them together. If you choose Scrap Everything, it should be at the very bottom of your load order (per the instructions on the modpage).

If by 'reinstalled everything' you mean you also reinstalled the game, could you be missing the [Archive] section changes?
i.e.
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=

Probably also check what's in
C:\Users\[User]\AppData\Local\Fallout4\plugins.txt
It sounds to me that you've messed up your Data directory. I would Purge all mods from Vortex and do a complete uninstall of the game, then do a clean re-install. Next enable your mods one by one, and check the game after each mod is installed.
Ok so I did the stuff regarding the Archive, fixed the load order, removed one of the two conflicting scrap mods, and nothing's worked.

I'm not using Vortex anymore for the mods and am trying to install mods manually, but nothing's fixed. I'm so confused. ;w;

1. Settlement Menu Manager Mod

When you deal with multiple mods messing with your settlement build menu this is a MUST have. I think you place it last in your load order then it will sort and repair the menu automatically.

2. Mods not installed properly

Vortex automatically shuffles your load order and deployment after each mod you install. If it does not do that then you did something wrong.

3. Manual installing using Vortex
When you want to manually install a mod for Vortex (self made mod or download form other site) then all you do is click "install from file" in the mods tab.

4. Use a mod manager

Manually installing all your files means they will not be automatically checked for updates or updated automatically. That means you need to do all the checking and updating yourself. It also means when you need to remove a mod you need to remember where and which files belong to it. You are basically over complicating this and creating more work for yourself.

1)Copy the contents of load order.txt to plugins.txt and add a * before each sentence (scrap mods should always go to the bottom of either list).
2)Verify your files.
3)Load the launcher but quit it.
4)Launch the game.

Don't install stuff manually otherwise your game will become FUBAR. FO4 is hard to do that sort of thing when compared to Witcher 3 and Kingdom Come: Deliverance. Just don't.

I did this and it seems like the scrapping mod is working, along with the Very Small Connectors mod, but the rest aren't working. Seems to be a start!

Ok I fixed some stuff by just messing with Vortex a little and now some of the mods are working! Northland Diggers is something I'm gonna have to mess with, but stuff like OCDecorator are up and running. Time to decorate Vault 88.
