which means "kill all hostiles". it will kill anything near you that's considered an enemy and it can reach in places where you can't, like below ground
Usually you activate the workbench after killing the bugs. Did you kill the bugs in the sewer interior nearby as well? There are 'notes' you can follow unless you blew it away by nuking the house.
I'm not sure if you have to kill the bugs in the sewer as well.
At least I didn't always do that when claiming Taffington as a Settlement.
It once happened to me that one of the bugs that wait in front of the house flew away when I started the killing and I first thought I'd never see it again (and I couldn't claim the settlement for that reason)
But after a while it came back ... to die :)

Not possible; kah and killall definitely kill. It'd be nearly impossible to dev or mod without them, having to actually play the level(s) you're creating each test? Blech.
Now, if you're saying killing everything doesn't give you the ability to interact with the workbench still and you can't end the quest, that's possible I guess, but nothing in that cell other than you and any setessentials will be alive after a 'killall'... anyway OK so who cares, then just give yourself Taff ownership... take by hiring post-apoc attorneys and abatement credits, not by gunfire and brute force. :-)

Looks like Taff is 00135A90, so open the console, do 'prid 135a90' and then 'callfunction "workshopscript.setownedbyplayer" 1' then close the console and go interact with the workbench.
This will probably end and clear the acquire quest, if not, do an 'sqt' or 'sqs' and look for something relevant, or as Shadow said, just tell him how you got sent there and he'll give you the questid so you can 'setstage' or 'completequest' it. (some people go insane having stuck incomplete quests on their list, makes them truly crazy, even if it affects nothing.)

OP did say he went 'tcl' and looked Beneath, Between and Behind* meshes for the straggler bloodbug, though...
Jon / Project, those bloodbugs in the culvert leading to the pipe are not related, as you know that's for the unmarked mini for mommy's note and her kids notes learning the druggies story... but OP did say he went and took them out anyway. So it sounds like console time.
