Strange most people have only had issues with malware/virus protection blocking acces to the documents folder or the firewall blocking access to the game rather than UAC blocking it from launching at all. Might be a compatability setting you can try for the games exe file.

Have you tried running the game as an administrator?

This link may provide some help with the issue https://www.reddit.com/r/FalloutMods/wiki/fixguide I know it does not specifically have a fallout 4 section however it does have some solutions for the UAC issue in past fallout games.

1 program name -fallout4.exe
2 publisher-"unknown"
3 file origin- this comp
but when i looked at the in depth info i got this
"C;\program files
[x86]\steam\steamapps\common\fallout4\fallout4launcher.exe

any and all help is very appreciated than you.

One thing you can do is move Steam out from Windows protected folders.
UAC is one part of folder protection from maleware and hijackers.

Run the game as Admin.

I used to have all kinds of issues with my steam games until I moved them from the program files folder to a new folder called games on the hard drive.

A simple method to do this would be to

1) install steam into the new folder
2) copy the contents of the old steam folder into the new one skipping any existing files.
3) verify the gamefiles through steam.
4) after you are sure all the games are working remove the old steam folder.

this is how I moved my steam folder and it saved me from having to reinstall all the games.

That is one way.
My self simply turned off Steam, cut and pasted all content to one new place and started Steam.exe from there. And it reinstalled it self in the new location.
No files or games lost.

Did you remove it complete?
You do know that you then also removed all your screenshots?

UAC for anyone worth their salt in running a PC, is a pointless safety measure. i have mine completely off as it is annoying having to confirm my own actions.
