There is so many instances where you save someone that the option to give them a home jsut aint there.
1. Raiders vs Settlers - Unless you AND the settlers particpate in combat the script bugs out and you dont get the option to give them a home.
2. The funeral encounter.
3. The water/radaway encounter.
4. Super Mutant with captive settler.
5. Farting Settler.
When you save someone just next time back to your settlement pop the invite button.
I use it to speed up my settlements since I mostly build settlements. Like for instance I started like a 6th new game in the last two weeks while trying mods out. I really didnt want to go through all the wait time to rebuild the last game I scrapped. Bad enough I lost about 40 hours play time then another 20 rebuilding the settlement, lol.

Yeah, it spawns a settler at random. Plus if you say dont knike the lisping female ghouls you get the other mod that removes settlers and ring up a new one.
