Sounds more like you're not logged into your Steam account.
Go to the store page for Fallout 4 and then view the DLC from there. You can view each one's page and buy them individually or buy the Season Pass and get all DLC in one bundle.
In this case, all DLC is available now and it will download once bought.
As far as I know, you can't get refunds for a game's DLC. Only for the game it'self if you have less than 2 hours played.
What you saw on the ingame menu is not a glitch. It is the original advertisement from when the game first released and there was no DLC available yet. The ingame menu has Never changed from that original Ad.
Point is, just buy the DLC you want and it will work fine.

Others who have not and have bought the DLC have this issue. Even if you've bought it, it stops you from installing it.
