Because modern equipment is difficult to maintain without modern infrastructure. Besides, it blurs the already very vague line between Gunners and Raiders, making both feel even less unique and defined.
The only item in the game that needs maintenance, and where the narrative mentions maintenance, is PA. Plenty of raiders have PA. And when you get to Quincy you will see the difference between gunners and raiders is very minimal.
My logic is that it wouldn't be so widespread. Holy crap, you fan boys are some toxic little freaks.
You're right; they have plenty of RAIDER power armor. About Gunners and Raiders being the same, that's exactly my problem. They're too indistinct. I think it would have been neat to make Raiders use raider and metal armor exclusively and Gunners use combat armor. Both would use leather.

Your "logic" is just that, yours. No one else has to agree with it or align with it. Don't be so self-important.
Combat armor starts showing up on vendors in Diamond City (and thereabouts) at level 14 or so. I think that means Bethesda classes combat armor as level 14 armor, which, if true, means enemies can spawn wearing it at level 14. And as far as I can tell it is player level that matters, not NPC level. If I'm level 6 and go to combat town, the raiders I encounter along the way are all wearing raider and leather armor. On my way back from picking up Cait I'm level 10 so some of the raiders are in metal armor now. If I decide to start the silver shroud quest in that same area when I'm level 20, those enemies now sport a lot of combat armor. And they've also swapped their pipe weapons for combat rifles. I might be wrong. I haven't looked at the spawn tables. But that's what I've observed.
Anyway, the OP has a point. At low level gunners use lasers and sometimes have a combat armor chest piece. That's their trademark gear. Lasers and combat armor. But at higher level the lasers are gone and they have combat rifles and plasma guns. It seems weird. Lasers don't seem so bad to me that gunners would have to swap them out. Neither does metal and leather (esp sturdy and heavy) seem so bad that raiders would have to swap it out.
