Any mod that removes combat armor from raiders?
Doesn't make sense that at level 20, suddenly every raider is wearing combat armor. Looks like ♥♥♥♥, feels like ♥♥♥♥.

maybe they raided a gunner encampment or a pre-war military installation. they're raiders. rules mean nothing to them. they have power armor, why wouldn't they have combat armor?

Because modern equipment is difficult to maintain without modern infrastructure. Besides, it blurs the already very vague line between Gunners and Raiders, making both feel even less unique and defined.

So by your own logic, you should just remove combat armor from the game completely. Creation Kit is a thing. Just feels like you wanna complain and couldn't think of another reason without being ramfisted.

Level 20 and combat armour? Sounds to me like you are either too far south for your level (the further south you go from Sanctuary the harder it gets) or you have a mod to make enemies harder.
The game has no formal concept of maintenance. What makes you think combat armour needs maintenance anyway? It's just plates you strap on, no different from leather or metal once the plates are made.

The only item in the game that needs maintenance, and where the narrative mentions maintenance, is PA. Plenty of raiders have PA. And when you get to Quincy you will see the difference between gunners and raiders is very minimal.

You're right; they have plenty of RAIDER power armor. About Gunners and Raiders being the same, that's exactly my problem. They're too indistinct. I think it would have been neat to make Raiders use raider and metal armor exclusively and Gunners use combat armor. Both would use leather.

Just download so many armor mods that combat armor doesn't spawn on raiders as much. Just make sure the mod creator added their armor to the level list.

Problem is that low item light armor might be useless in high level, so they just keep up to make interesting loots, but I think it's should mix, light, medium and heavy armor should be common, due way armor look, because some still like light or medium look rather than heavy armor in high level, but I guess raider should based on leather and metal, while gunner should be use combat armor, but all light, medium and heavy armor mix in any level to keep interesting, of course it's would be overpower to get heavy armor, but weight is heavier while light armor is lighter weight so it's should no problem.

Combat armor starts showing up on vendors in Diamond City (and thereabouts) at level 14 or so. I think that means Bethesda classes combat armor as level 14 armor, which, if true, means enemies can spawn wearing it at level 14. And as far as I can tell it is player level that matters, not NPC level. If I'm level 6 and go to combat town, the raiders I encounter along the way are all wearing raider and leather armor. On my way back from picking up Cait I'm level 10 so some of the raiders are in metal armor now. If I decide to start the silver shroud quest in that same area when I'm level 20, those enemies now sport a lot of combat armor. And they've also swapped their pipe weapons for combat rifles. I might be wrong. I haven't looked at the spawn tables. But that's what I've observed.

Anyway, the OP has a point. At low level gunners use lasers and sometimes have a combat armor chest piece. That's their trademark gear. Lasers and combat armor. But at higher level the lasers are gone and they have combat rifles and plasma guns. It seems weird. Lasers don't seem so bad to me that gunners would have to swap them out. Neither does metal and leather (esp sturdy and heavy) seem so bad that raiders would have to swap it out.
