STEAM 101:
When one encounters weird issues with any steam game always validate the game's files 1st. Files do get corrupted and it happens more often than we'd like to believe.
Right click Game name in Library ->properties->Local Files->validate game files.
That doesn't always work but in my experience it works often enough to make doing it well worth while.
Your issue with the quest completing, you getting experience but no cutscene indicates to me that the issue is with either an installed mod breaking something that prevents the cutscene from triggering or a corrupted file (which the validate files procedure will almost always fix).
EX. My son has been playing Mass Effect 2 lately. A similar issue to yours ocurred where when he completed a quest the game crashed to black. It drove him nuts. I told him for almost 3 weeks - just validate files. He eventually did and VOILA'. Problem resolved.

Turns out it was the AS Institute Workstations mod. It must have prevented the cell from editing after the quest. So the solution would be "disable institute altering mods". Figures.
