C.A.M.P. lets you build anywhere fallout 76 style.
Outcasts & Remnants, Depravity, and Project Valkyrie allow for different story endings and other changes to the story and gameplay.
there's the Fallout 76 mod that removes all the NPCs then you'll just have combat and random nukes and gunfights. that mod was originally made as a joke but i guess one man's trash is another man's treasure. might be worth checking out
and there are fallout 76 style huds/UIs and pipboys out there. if you search for fallout 76 they shouldn't be hard to find
Yeah I understand it if you don't like the story. I don't know of anything that "replaces" it though. There are plenty of mods that other quests, I think there is an enclave mod that might have some stuff but I don't know.
There are plenty of mods, or mods in development I should say, that are trying to redo the whole map/missions/everything. As the first post mentioned, Fallout London is one of them. I know theres one that wants fallout set in Miami. I know there is somebody trying to make a NV one, and someone else doing Fallout 3. I don't think any of the mods are out and I don't know what the status on each of them are, but that is a rabbithole I suggest going down.
If you want you could try and do a survival type playthrough. Maybe look into the Frost mod.
You could also try the DLCs. Far harbor and nuka world add their own maps and have their own storylines. Would you like those storylines? I don't know, and I think that is up to you to research/decide if you want to purchase. If you get the DLCs I recommend trying to get them on sale.
What do you mean? You can just not do the storyline, you don't even have to save Preston Garvey. Hell you don't even have to talk to Codsworth.

Pick wastelander and do not start the quest Rumor of a Vault from the pip boy then you have no main quest at all or you can from the main menu CC into any cell then set your stats with player.setav and looks with racemenu with the commands.

start me up will let you start out a completely different way and have a completely different game. sim settlements 2 will take the settlement management out of the equation.
I don't like story games to begin with, and Fallout 4's story is cringe. And buggy. Nothing like having your gamed borked when doing an idiotic story line and then have some glitch make the game crash. The vanilla search and shoot works well.
There are plenty of mods that add content. They expand the world, add locations inside the c'wealth, add factions.
Sim Settlements 1 can start the game with prebuilt settlements which you just visit as a wanderer.
Sim Settlements 2 won't prebuild and is still early days. You must build some settlements to advance its main quest. I'd wait a while for this one.
There are mods which have prebuilt structures which you can place rather than build.
Mods which turn off or delay various quest lines like Automatron, the BOS.
The Fusion City Rising series add a long story. A bit whacky in places but playable.

Many mods exist for changing the world into woodland to overgrown Chernobyl-like.

The Atomic Radio series adds followers and npcs.
There are "new lands" mods which tend to be of average quality.
Plus "quest" mods.
Multi-follower mods.
I found a mod that gives the robot workbench without that annoying Ada and having to reach level 15 or thereabouts. . So, I have 3 farmer robots growing adhesive and one doing scavenging. It's all you really need out of settlements.
Maybe I'll try some of these mods you suggested.
What I really want is a mod where you don't shoot dogs. I shot a wounded dog today, and that depresses me to no end! It looked like a feral dog which I've been shooting on sight, but I guess it was a good boy, and I killed him.
