Does the game have 60fps framecap like Skyrim?
I thought the game's VSYNC was turned off because my framerate is hovering above 140 FPS which sped up my game. Turns out it's actually matching my monitor refresh rate which is 165hz. I'm using a mod that fixes the unnecessary long loading time in this game (Load Accelerator). But it's useless since my game is capped at 165FPS due to vsync, and using 3rd party frame cap such as Rivatuner or from GPU driver will only hard cap the framerate at 60fps, and the mod will also be useless.

There is a high fps fix mod too which may or may not work.

This game is a lot more fragile than Skyrim, so you may elect to run at lower fps if you get crashes. May sure weapon debris is off for nvidia rtx and later cards.

yes fallout 4 has a 60 FPS cap.

since you said you're using mods and a load accelerator let me suggest you replace load accelerator with this one:

i believe it's actually made for your situation. also, it's a newer mod than load accelerator. it will cap your FPS to 60 during gameplay (so the game looks and acts normal) but it will unleash the beast on load screens. it throttles them to what your GPU can handle to speed up load scenes.

give it a try. personally i think it will help you out. i've been using it for months and it's been great. no problems with it.

also, there is an ini edit you can make that might help, in conjunction with the mod i listed.

Go in to your Fallout4Prefs.ini file and change the iPresentlnterval=1 to 0 (this disables the FPS lock) and might just untie your FPS from your monitor refresh rate, which will let the FPS mod handle it instead. iPresentlnterval should be in the [Display] section. if you don't have it in there, add it.

post back and let me know if it works

EDIT:

another thing you might try if you're using an nVidia card is Open Nvidia Control Panel, Manage 3D settings, Program Settings and find Fallout 4.exe. Set VSYNC to "use the application setting". that should also un-tie your FPS from the monitor's refresh rate.

Your game's v-sync should be off if your monitor is running above 60hz. You should run your video driver's AMD - Enhanced Sync / NVidia - Fast Sync, instead, the new tech. for higher refresh rates & FPS. Though speed doubling in this game starts at 120fps.. I've hit 180FPS in some parts with a fairly old system.

Turning off steam overlay, vr, and cloud saves turned the long load times from absolutely enraging to merely sensibly frustrating.

BTW it's literally the same engine, there are Skyrim commands in Fallout4 and vice versa. What affects one affects both, so if you have graphics issues what works in one works for the other too.

If you think 165 vs 60 for a framelocked game is "useless" I highly suggest you get out your phone and set the stopwatch timer and disable said mod and go back to framelocked 60 with 100-120 mods you will wish you just deleted the game, you might even think it froze up.... with 300+ it might get your monitor punched depending on how you handle stress. :-)

If the monitor you have is higher than 120hz there is a guide on youtube that explains how to cap the fps to 60 using the gpu software after disabling the games link to the monitors vertical refresh.

Recently Nvidia created what they call game ready drivers that automaticly try and keep fallout 4 capped to 60fps regardless of what hardware we use.

People forget that fallout 4 actually depends on the cpu for the actually calculations and with most systems there is a bottleneck on mine it was some setting that let amd software auto adjust the cpu for "performance" that as long as it was active kept the cpu capped at 17% upon disabling this bios setting the game ran much better and the cpu utilization was only at 17% at menus and went as high as 90% in congested areas making the game run as intended at its 60fps cap.

The monitor refresh and ipresentinterval setting is only used to calculate the games max fps cap with the newer gpu software like game ready drivers and separating the monitors refresh from the games fps calculation using the gpu software it becomes easier to have a smooth 60fps experience that does not have lag while the monitor itself can run at whatever refresh one wants without changing the games fps.

note my experince is that Amdfreesync confuses the fps overlay meter unless having the game locked to a max fps of 60 not tied to the monitors refresh lets the game run smooth from 0fps to as high as 500fps like the overly falsely stated.

It is the same engine, but it is not the same engine.

Basically they modified the engine to add new command,s features etc. So it is like a newer version. Just like Fallout 76 is technically the same engine as well but it was tweaked in a different direction.

To give a simple example. In Skyrim you have to use specific potting soil area to plant things. This is because that older engine used a NPC to trade the seeds, plants, and grown items with. Where in Fallout it was changed and modified o plant crops anywhere and no longer involves NPC trading.

Going forward with Fallout 76 the engine was modified to change the way the long distance graphics worked. Which was what brought on the whole x16 detail meme.
