Also I do not know what you mean by transferring food/water, unless that is some sort of mechanic from the nuka world raider settlement system ( I don't know, I never went that far in the nuka world raider stuff).
But in regular settlements you can't transfer food/water. To get food you can just plant food - go to diamond city and loot their farms and use those crops to start a farm in your settlement. For water you just need some concrete and steel to make simple hand pumps.
Your settlement should be fine without food and water for a while. They'll just complain a bit. I don't really know what happens when happiness gets too low though, but you should be able to fix the problem in a short amount of time.
Its a container. It works like every other container. Interact with it to open its inventory, then place the food and water inside.
Yes you can. Food and water placed in the workshop will satisfy settlers needs. You don't have to plant crops or place pumps. (Though you want to, as then you don't have to worry about going back and resupplying them.)

Do you know to transfer the water/food to the workbench? Can I make a toolbox and it work that way or...? I don't see any option to transfer food/water. Hell maybe there isn't even a console command for food and water I just assumed, but maybe my assumptions are wrong.
