also im' assuming since you're new to the game you're not using any mods. just the regular install, "vanilla"? correct?
you said you tried a couple of these things already but i still have to say them because of how important they are.
+ Try disabling steam overlay VR and cloud sync under game properties. in steam, click: LIBRARY -> HOME -> FALLOUT 4 -> MANAGE (SETTINGS) -> PROPERTIES -> GENERAL ->
uncheck the boxes that say:
- use desktop game theatre while steam VR is active
- keep games saves in the steam cloud for fallout 4
+ try updating your graphics drivers
it commonly means your hardware can't run the game, or doesn't support it. usually, it just means you need to update your drivers.
* if you are using an nVidia card, make sure you have the 'Weapon Debris' setting off
+ try validating the game files using the steam validator
+ if you have too many save game files, try deleting some of them. (you probably don't yet)
+ try running the game at the same resolution as your desktop resolution. go in to settings in the launcher to change it. fallout also wants to run at 1920x1080 resolution so you could try running it at that. another thing people do that sometimes works is running the game in a full-screen window (windowed-mode)+ try running the game at the same resolution as your desktop resolution. go in to settings in the launcher to change it.
+ if you run microsoft one drive, try disabling it while you play and see if it helps. some users have reported problems associated with one drive.
+ you could try deleting the following 2 files. maybe there's a bad setting in there:
- C:\Users\aaron\Documents\My Games\Fallout4\Fallout4Custom.ini
- C:\Users\aaron\Documents\My Games\Fallout4\Fallout4Prefs.ini
then when you reboot the game, it might crash. it's ok, just reboot it again and it will have remade these files with their default settings.
* change the folder name 'aaron' to the name of your PC
+ try adjusting the max frame rate to 60 fps in your graphics card settings

since you won't paste to me your system specs from the steam readout i have to ask the questions i want to know individually.
so, is it windows 10 still or upgraded to 11?
when was windows installed?
how much RAM is in it right now?
what is the desktop resolution set to?
what is the game resolution set to run at?
what is the display refresh rate set to? (60Hz, 70Hz, 90Hz, 144Hz, 300Hz)?
are you trying to run it in widescreen mode?
which GPU came with it?

So I tried validating the files, uninstalling onedrive, and turning off the VR thing. Still have the same problem. Also the resolution for the game and my laptop is the same and I even tried making the resolution for the game 'lower' than my laptop. Still failed.

so to do this you would just right-click on your fallout4.exe shortcut (the icon you launch the game from). then select PROPERTIES at the bottom of that menu that pops up.
now where it says TARGET "C:\Program Files\Steam\steamapps\common\Fallout 4\Fallout 4.exe"
you edit that line and make it look just like this
another potential fix, and this might be the one for you too because you're also running at 300 HZ monitor refresh rate

yes i don't know why they have the same setting in like 4 files but be sure to change them all. then boot and try it.
and at this point i am honestly empty. no more ammo. my last round in the chamber says to reinstall the game and try it again.
if you reinstall, first uninstall through steam. steam leaves behind files it didn't put there so you then have to navigate to, and delete, the following 3 folders:
full uninstall = 3 folders to delete
C:\Users\aaron\Documents\My Games\Fallout4
C:\Users\aaron\AppData\Local\Fallout4
C:\Program Files\Steam\steamapps\common\Fallout 4
my computer name is 'aaron'. change yours to find the correct folder. if you installed on different drives then look there. if you don't see the APPDATA folder then it is hidden and you need to 'show hidden files and folders'
and then do a fresh install.
then let me know if the problem persists on a vanilla game.
you can keep your save game files if you have any progress, just move them out to a different folder before you delete that folder. then move them back in after the reinstall and you can try loading them up and see if it runs. they do sometimes.
based on all the problem -> solution i have read, and that i can see from your specs that you BOTH have monitors running at 300 Hz refresh rates, it looks like you just need to turn those refresh rates down. this game won't run that fast and that is all. old game, new hardware, you have to slow that hardware down to play this old tiger or it won't run
