Report a translation problem
Now if there is a mod in that long list that edits concord, raiders, MM, or quests related to the MM there could be a conflict. I recall reports about some CC content that could cause issues though I thought that was with the opening codsworth stuff but been a while since I read the information.
look to the wiki for the QUEST STAGES. scroll down the page a bit to find that section. then type in the console commands to progress the quest to the stage that you want.
example:
to start the quest, or
to complete it and bypass it
Did you talk to Codsworth and trigger his dialouge before you went into Concord?
No matter the mods i still think you "have" to talk to him, get Nora/Nate's Holotape and respond to the "Search the Neighbourhood for Shaun" with him. He will tell you to go to Concord, and he will be availible as a Companion once you do.
The CC Tunnel Snakes mess up this Quest stage, maybe other mods also mess this up.
I do not use mods. But I have seen posts on here, stating just deactivating a mod or even removing them, does not always remove some files in the game which can cause conflicts. You may want to uninstall the game and then reinstall it.
It (TS) messes with Codsworth's dialouge and quest chain which IS a Pre req for any dealings with Preston. At least search the Start me up Forums own FaQ.
Wrong. Both are completely independent quests: 'out of time' is MQ and speaking to Codsworth is entirely optional (in fact I never do). 'when freedom calls' is MM
i'm not real familiar with a lot of mods but here's what i would do.
start a new game with no mods running. exit vault 111. do a save game. now you have a point to start from if things get wonky.
now enable the mods you believe to be safe and not causing this problem. just flip on a few of them at a time, then go test this. maybe talk to codsworth and see if he breaks. maybe you can use him to test the quest bug. maybe you won't have to go all the way to concord each time.
but enable a few more mods and try it again. eventually you'll enable the offending mod and the problem will come back.
once you've narrowed it down to the offending mod you can try changing the load order of that mod. maybe it works up high in the list, or down low on the list but if changing the load order doesn't fix it then you gotta just remove that mod.
try just this suggestion and see if it helps. you could also do it this way, simply disable one mod at a time (the one you think might be the culprit) and do the narrowing down that way.

But The Tunnel Snake messes all of this up. And OP's game is also messed up. But with a MOD list a mile long i cannot guess otherwise, it just 'sounded' familiar to the Tunnel Snake Trouble.
My best guass is that two standalone mods that work fine by themselves still interact on some scripts or such and cause trouble. I have played with Tunnel Snsakes as *only Mod* and it worked. Next time it did not.
