Would not barter? That is not normal. You using any mods?
this is a common issue for me as every time I assign a provisioner it unassigns all other settlers at that location, but that's usually not an issue for me because it's usually the first task I assign. however bunker hill comes pre-populated and I wasn't expecting it to happen to non-generic NPCs.
Well, I use no mods or even the Unofficial patch and I still have not had the issue with Bunker Hill merchants not bartering. I take it over when it is available to do so, and then set up a recruitment beacon to get more settlers and the ones I can not assign, I leave them alone. Really not a issue.
But I do not assign a provisoner from Bunker Hill. I normally have all of my provisoners coming from Grey Garden as robot ones. Occasionally from other settlements. Only issue I have ever had with provisoners is ones which are synths. Which can get killed.
