I normally don't loot the frames because they are a bother and there are far more than I need
There are at least 29 unowned suits across the map, plus at least another 19 that can be taken if you remove the person first. 48 suits spread across the map, which really isn't that big. With the exception of the northeast corner, the area immediately surrounding Diamond City and stretching southwest, you are never that far from a suit.
The northwest corner of the map where you start has 5 (Concord, S of Drumlin Diner, E of robot disposal, E of Tenpines Bluff, W of Covenant). 2 of those are just out in the open, 2 are locked up, and 1 is part of a quest. Going a little farther adds at least 4 more (Federal Ration Stockpile, 2 raiders in Lexington, and Outpost Zimonja).
It telling you it was removed is just a side-effect of the "power armour frame" note being used to represent the frame you're buying.

I'm not sure what happens if there's already one sitting there or if the spot is blocked.
Although I've collected plenty of power armour frames, moving them around in a settlement is always a hassle.
Thats the power armor workbench, not a frame. Like all the other workbenches, that can be crafted in a settlement once you have the Local Leader 2 perk.
Funnily enough, I found a way I could avoid building workbenches just recently after getting Grid World when it was a free sample on the Creation Club, since you can use the VR workbenches inside the virtual world if you manage to bring all the materials and whatnot in with you (companions can come inside as well).
It may have been marked "owned " before. But now that u bought it its not. so check the same frame if that mad eu hesitate to pick it up, (dont remember it 100%)
