Maybe you have this installed and possibly messed up the settings or installed a conflicting mod? It's just a thought.
https://www.nexusmods.com/fallout4/mods/9325?tab=posts
After a while of using it - and adding more and more mods to the weapon as I level up - the reload starts to slow down significantly.
I can "fix" it by equipping a different (vanilla) weapon and reload it.
If I then take the mod-weapon again it reloads at normal speed... for a while :)
The mod-weapon comes with its own animations and I am pretty sure the issue is based on this.
So, as said already:
Check your mods for weapons with own animations, or any animation mod that may conflict.
And disabling mid play wont solve the issue, unfortunately.
Guess i'll just have to use quick mags on virtually everything, or go for a melee build, or throw the game to trash and nuke Bethesda. Seems there's always SOMETHING wrong.
Another cause might be a (2) glitch with the "quick eject mag" weapon mod that may lead to this one. It involves swapping weapon variants that has it to one that does not have it. The animation speed did not improve when switching to the eject mag, but did decrease when switching to a weapon that does not have it. I remember vaguely a mod on Nexus that may fix it. Maybe I will edit my post later when I remember it.
If a low reload multiplier is indeed the problem, and you've exhausted all other options, you can use "player.modav 2d3 (value)" to bring your reload speed back up to its original level. Just replace "(value)" with the difference between your current multiplier and 0.
This should be treated as the nuclear option. You should also note this down somewhere so you can revert the change, as it can seriously mess up your reload speed.
Well, at this point i'm desperate enough to try even that, as i don't think anything else might help. However, i've played many hours today already, i will try this tomorrow
As mentioned before, I'd highly recommend keeping a note of this change somewhere. My hunch is that your character picked up a hidden status effect somewhere that messed up your reload speed. That means it's possible the effect could disappear, and your reload speed might shoot up to +0.6 instead.
To that end, I'd also recommend grabbing mod tools to hunt through your load order. If you can find what's causing it, it'd give you the chance to remove it from your character, or just avoid it in the future. FO4Edit would be ideal, from my experience; it's concise, quick to start, and loads up all of your active mods by default.
