I gave the OP a possible solution that HAS worked MANY times in the past eight years I been doing this.
Only this time I had someone come right along behind me to contradict me while claiming "mine works."

No, it got derailed when you chose to throw insults at me and insult me for trying to help. Now you try to assign blame to me for something you started. Instead of letting it die, you throw more insults.
The OP has an issue most likely caused by tabbing during a loading screen, which is a no no for any Bethesda game. That or has the wrong settings in their ini files. Let me guess time for another "it works on my PC" from you.
Last time I used it, it did work just fine, but then it alt-tabbed out on me again a minute or two later randomly and made me think that the game had crashed.
Literally everybody here has the resolution matching the monitor except the one guy that doesn't have the bug.
Telling everybody to have their game at 1080p on their 1080p monitor as a constant input to a 10 year old game that's had this issue since 10 years ago is so unbelievably useless and pointless. We're looking for modern solutions, maybe a bug fix in a community patch someone made, not some guy stalking this thread to tell people to change their resolutions.

News flash, it doesn't matter what your monitors resolution is because when the game bugs it starts adjusting your monitor to the new resolution. But only half of the game is running at this new resolution making HUD and menus off centre. If anything, running the game in a lower resolution by default probably helps and why that guy doesn't even have the bug.
Maybe something to check.
If your Windows resolution is set to 1920x1080 then the game needs to be 1920x1080.
There is MANY people out there that try to run Windows and games in setting other than 1920x1080. Some people do try to run with non-matching resolutions, which is WHY I pointed it out.
If you aint here to offer a solution then you aint helping anyone.
I know is this necroing a REALLY old thread but I just had to hop on and say this. you are a GOD my friend. after hours of troubleshooting, this was the fix!
I was having an issue downscaling running the game fullscreen at 1080p on a 4k monitor (because my GPU isn't good enough for true 4k) and every time I tabbed out, it would mess it up and zoom into the top quarter of the screen.
THIS IS THE FIX! THANK YOU.
Btw running the game in windowed and borderless mode fixed it for me - in case the other fix doesn't work.
Had this issue while playing FO:LON.
PS: don't even think about replying Bored Troll!
Only solution I know works is to quite the game and start again, and this time be more patient.
Never had the problem when the actual game has started.
