As for finding bobby pins, that should really be a problem. Unless you are really bad at lockpicking, you should be find more than enough and your stockpile will quickly grow. You could try buying some from a vendor if you don't have any for some reason.
If you do not have bobby pins at the moment, go do something else.

There is some in the house closest to Red Rocket.

If you climb to the top of the movie screen (using the internal stairs) you should find a box with a key that opens the shed.
