Whenever I hit the first Red Rocket Station with Dogmeat my game CTDs, do I have a Red Rocket mod or Dogmeat mod that affects the game?

When I ran into something similar it was when I was trying to play the game faster than 60fps the havok engine basically ran amok something bouncing around increasing speed each time until the game crashed. That said it could be a number of things including something a mod caused.

I noticed you have multiple version of fog remover combo listed shouldn't the newest version be the only one installed?

I did have a lot of mods that worked, then I added a lot of performance mods, would I just delete and re-verify the ini files in the Documents folder?

Okay this mod list is going to take a while, but you definitely shouldn't be using Legendary Modifications, it's known to be very crashy.

You forgot to mention that you use LOOT app to fix load order, thats still dont change anything, sometime as master i had to fix a even better load order then LOOT know about.
and even what other said here matters 60hz resolutions lock or you need fixes from nexus to fix 60+ issue.

I do use LOOT, normally I start with Wrye and turn off mods in the red then bump the un-activated plugins up to the top, or bottom sometimes, then LOOT sort, then use FO4Edit to change some files to ESL, then sort again using FO4Edit, sometimes clean the empty masters, it allows you to do that, cleaning identical masters requires the quick clean function, I just wipe the masters that are empty, not identical, then LOOT once more and then go back to Wrye and either leave the load order or place the un-activated at the top or bottom

I've never used ECO, seems to have been put out just after I last modded my own game. It looks good though.

Seems like it has Crafting Framework built in, so don't use both. I'd drop all the other legendary tweak mods (the old ones were well known to cause all kinds of crashes) and use that only.

Functional Displays is also crashy, though looks like someone did a recent patch for it so hoping you have that. No idea if that patch will completely fix the old issues though.

Also be aware you're playing with fire when you add a ton of different loot spawners around the game.

how much free space left at c-drive if disk is 120gb and OS take 100gb , that means swap file dont have much work space left depend on what other Document or desktop file is added. you might have a free space issue without even know it. and then game and sytem expanded in memory and dump to disk you can crash on such.
