General Atomics Factory Safe Puzzle

I went to General Atomics recently and saw the safe, nothing was around so I looked up a walkthrough.
Going into the first room and turning off the radio does nothing. Can't open the second door.

"The unmarked quest Quality Assurance has a number of bugs which occur if it is not completed upon your first visit to the factory. It is strongly recommended to complete this quest before leaving the factory."
It doesn't say what to do if you run into those bugs, though.

When you step into the hallway with the testing room doors, you're supposed to hear a voice (sounds like Curie) giving you instructions. If that doesn't happen, the quest probably didn't trigger at all.

Edit: I tried looking through all the changelogs for the Unofficial Patch to see if that fixes it, but I honestly can't tell if it does (a lot of quests are only referenced by some ID).
