Same error, I did everything exactly as you wrote, but it didn't help me, I used a lot of things starting with the LOOT program and ending with F4editor, but I couldn't find a solution to the problem.

this is an error message specific to buffout 4 so it's buffout 4 that's throwing this error. installing that prerequisite should solve the problem assuming buffout 4 and everything is installed correctly.

your crash log looks OK to me, it even mentions "xSE PluginPreloader v0.2.5.1 loaded" which is another plugin, surprisingly, the one that i think isn't actually even necessary :p
let me know if you still cant' get it to work.
and tell me what mod manager are you using? mod organizer or vortex or something?
