same with things not build right, as iron knihts point out access to and walk on things, even seen npc stuck on gartners glass roof because overbuild with wood area to expand/impove settlements. its a complicated issue , i just call it ingame script issue.
and you need to be be sure you know the diffrence in game requirements with high texture pack and standard dlc's and know the diffrence in I7 and lesser pc. see game requirements, i dont need to explan anything in what Bethesda already did. see high texture dlc game requirement or turn it off to return to store page default game requirements.

The next obvious would be look at any mods affecting settler idle behavior.
After that I would look at any settlement makeover/cleaning mods. The navmesh for the settlement may be corrupted or broken. Could check animations in a settlement not using a makeover mod.
Wrong. Bad settlement data is never going to cause script issues.
NPCs get stuck on roofs because the game engine drops them when placing them on their predicted routine when a settlement loads.
You seriously need to stop throwing this at every issue posted. The game is six years old. 99% of the players have a PC that exceeds minimum requirements. To have a PC that does not meet the minimum requirements means their PC is like 6-10 years old.
and stop tell other what to write, you can be reported for such. you are ignorant as hell and try controll what things is allowed steam dont like that.ask any here.

Ignorance is ignoring the advice to stop trying to make low PC specs an issue.
Top that off with this:
You ignored the OP posting PC specs and accused them of having a low end PC.
You are also ignorant in the fact that I remember Silverblade from years ago when he was last active in the community.
Just like I remember the first time you posted about PC specs you literally said "people were too stupid to read the requirements."
and you still play moderator here, with i accused other , i never use that word.
there is a diffrence in the way you say things and i point out do you have game requirements, thats not a accusing anything,
and you even brake step by step post with a back to the future, you dont even can follow post number and timeindex in then something was said, man do you even have basic communication skill at all.
you cant hide in what you have done , and you keep doing it.

It's ALL settlements AND places like Goodneighbour for *some* NPCs but not all, most basic settlers work fine, but those whoa re named, like TIer 4 vendors, glitch
also those who visit your settlements like the caravan vendors
as said, usually named ones
2 year old gaming PC, WAY more than enough to run FO4 :)
it might have started by one of these ways I think
#1 Settlement defence Kit, I used the remote TVs to run settlement defence/attacks to save time have yo go there
after one such attack on Abenrathy Farm, all settlers, EXCEPT brand new ones, are constantly stuck in the "thanks for your help!" response
#2 I used console command to open the inventory of a Tier 4 merchant in a settlement
That is a normal bug, happens sometimes with vanilla. Just go to another settlement for a few days and it should clear itself.
That would not cause it. I used that command all the time in the VR settlements.
So all settlements rules out the navmesh issue.
The fact basic settler animations work rules out an FPS issue.
That leaves a scripting issue, which sucks because that means disabling mods wont help because scripting is baked into a save.
Any better NPC/Vendor type mods you installed? Check Nexus page forum see if others have same issues.
