if so copy the files connected to it to another folder in case you want to use it in the future then deselect the dlc in steam where you select what dlc to install/remove.
a lot of people have reported fps drops using the hi resolution dlc because they do not have the minimum requirements (usually the gpu dedicated memory) to run the game in hi resolution.

but if we're talking mods then we should talk about how the fallout 4 game engine is just a bad design. it needs help. people get new hardware and think it will run this game better but it won't because it can't. the game engine caps at 60 FPS and everything depends on it from the display to the scripting engine.
so if we're modding fallout 4 for performance, i'd say follow this guide i wrote because these are the mods you need to run in order to get fallout 4 hauling more ass.

but if you want lush landscapes you can just search for that (i think that's a mod name) or search on nexus for the keyword "green". a lot of mods pull up that add green trees and grass to the game.

You can uninstall the whole game and re-install without the high-res. DLC.
one would not need to uninstall the entire game to remove the hi res DLC simply go into the games data folder and remove the hi res ba2 files that start with DLCUltraHighResolution - Textures and the file DLCUltraHighResolution.esm then make sure that DLC is unchecked so they do not reinstall if the game needs to undergo file verification in the future.
