Basically since deadric warriors and dragons can be defeated with Skyrim level tech I don't see a Dragonborn being able to survive a Gatling Laser or Gauss Rifle even in deadric or dragon bone. Meanwhile I don't see any bow or crossbow the dragonborn has actually damaging power armor or a heavier non power armor like Marine Armor.
Likewise melee combat in Fallout is far less of an art and far more of a rely on hitech weapon to overwhelm your opponent and isn't even the primary weapon and in melee range many of the same concepts of fighting an opponent in plate armor would still apply to power armor and heavier regular fallout armor.

Sole survivor then doesn't bother looking back at the explosions while he is walking away in slow mo popping open a nuka cola.
Dragon brat doesn't have at-will time stop (aka vats). The fight will always go like this
Step 1: Bell rings
Step 2: Sole Survivor enters VATS and dragon brat stands like a statue
Step 3: <The details vary depending on playstyle and amusement preference>
Step 4: Sole survivor chuckles as he walks away from an ash pile.
Invisibility counters VATS, since you can't target cloaked enemies, so you'd just have a Sole Survivor dying more slowly.
Invisibility has a casting time. Vats "casting time" is 0. Fight over.
