If this was in a realistic sense (despite how fantastical TES is), the Dragonborn would win. With all the ♥♥♥♥♥♥♥ magic in the world, the ability to call dragons (who would undoubtedly be impervious to basic firearms), having other magical beings (mage followers n that), as well as being effectively god-like, the Sole Survivor would in fact get his a$$ handed to him.

This question almost entirely comes down to builds and how you rate the fantasy materials and magic comparing/interacting with the scifi tech. Generally I'd say in melee range the Dragonborn wins at range the Sole Survivor wins.

Basically since deadric warriors and dragons can be defeated with Skyrim level tech I don't see a Dragonborn being able to survive a Gatling Laser or Gauss Rifle even in deadric or dragon bone. Meanwhile I don't see any bow or crossbow the dragonborn has actually damaging power armor or a heavier non power armor like Marine Armor.

Likewise melee combat in Fallout is far less of an art and far more of a rely on hitech weapon to overwhelm your opponent and isn't even the primary weapon and in melee range many of the same concepts of fighting an opponent in plate armor would still apply to power armor and heavier regular fallout armor.

Well that depends if you are taking about a Skyrim dragon or a ESO dragon. ESO dragons are very much tougher.

Sole Survivor basically goes into vats launches 24 nukes from his 2shot mirv fat man, and as an afterthought casually tosses down some artillery smoke at lizard boy's feet before exiting vats. All while lizard boy is mid-blink and slowly moving his hand towards his weapon.

Sole survivor then doesn't bother looking back at the explosions while he is walking away in slow mo popping open a nuka cola.
