Did you uninstall the CC item and play without it at some point? That would screw the save over. Got a save from before you uninstalled it?
I checked Nexus to see if there was any mod fixes for the CC Stealth Suit, only found a "improved cheat version."
I did notice a mod that had it and it did not have any of the outdated dependency mods.

I realize it aint what ya paid for, but could be a consolation prize I guess.
Unfortunately, since I don't have to do anything special to make it work, I can't really tell you what I'm doing.
That might be what it is. Because I have a save where I had it but deleted it, and a save where I never installed it in the first place. I guess I will just have to delete my saves
You most definitely do not have to delete your saves for an item mod. Thee's not even a mission quest script to get it, you just find it. Not remotely necessary to delete saves. It's usually very very rare to need this for ANY object-providing mod that doesn't have a ton of implementation script data. This one does not.
So what isn't working, you crouch and don't stealth? This is a known bug if you haven't been wearing it just carrying it around or leaving it in a footlocker... just drop it out of your inventory onto the ground. Save and exit, restart, pick it up... and bob's your (stealthy) uncle.
edit: The most confusing mod statement ever: "This is literally the only CC content I cannot run because it has to be installed in a ridiculously specific way" :-)
edit: wait I'm still not understanding - are we still talking about the CC content o that other buggiest PoS off nexus you're referring to as the alternative? Why not use the CC one if you have it, again? Sorry I can feel you frustration at this, I on't mean to be intentionally stupid here, I'm just confused if you have it why deal with shoddy a imitation if you know it won't wok for you?
Then the OP had said he had removed it and added it later. So that is a warning sign it might be a mod not removable mid game.
Did I miss something on the one I linked earlier as an alternative? It had 13k endorsements and something buggy should get that high. I did forget to glance at the forums on the mod page...
SO a missing .esl file will do the mentioned issue. A missing texture usually displays a purple or invisible texture. This probably happened when you uninstalled it, and then the reinstall skipped those files for some reason.
Well I am glad you were able to sort it out.
Just keep in mind to finish your current save (or throw it away) before removing mods. Some mods can be removed mid save but is is safer to just follow the previous advice until you learn the difference and get more modding experience (as in create saves before uninstalling play a bit and revert if needed.)
