Report a translation problem
I never played FO4 before but was very interested in playing a FO game so I decided to get it for my Rift (after the fixes and tweaks the game work almost perfect with the rift).
The game has the "not working scopes issues" atm so I wanted a temporary solution (I was using reflex reticle with dot option for sniper works very well) then I decided to find a fix for the scopes so I found the mod.
Now the problem:
At first, it didn't work the scopes were invisible and I added the lines "
[Archive]
bInvalidateOlderFiles=1
sResourceDataDirsFinal=
"
to the custom.ini and boom all worked I was happy
then my second problem was I decided to uninstall FO 4 VR to install it on my SSD to have the best possible experience (it actually improved the experience load times better render times etc)
and this time I knew how to fix the problem so I did the same but .... still were invisible D: !
tried many types of fixes even adding the lines to the Fallout4Prefs.ini
[Launcher]
bEnableFileSelection=1
But nothing then I tried the last resource which I remember the nexus mod manager has some issues with itself when installing similar games like FO4 and FO4 VR so I decided to delete NMM and clean re-install and voila!
scoopes works now
I believe the problem was that even if I did change the location of the FO4 game folder (i did cause the .esp were being installed on the correct data folder I triple check) some kind of pathfinding was not working so now it does.
I hope this might help someone else in the future :D

TLDR
Edit Fallout4.ini
Add this line under [Archive]:
bInvalidateOlderFiles=1
Safe (and possibly beneficial for load times) to remove this line within the same section:
sResourceDataDirsFinal=
