I have done this quest mutltiple times, I completed it with no problems.
I mean literally the quest options look like a giant tree because there is a bunch of different options in different stages.
So you REALLY need to be a LOT more specific with the help you need and where you are on the quest path.
For instance is Cooke alive or dead?

So did you got to where the drug deal occurs and just kill everyone?
You should probably go look the quest up on the wiki because there is a LOT of options to this quest. This is like one of the only quests in Fallout 4 that has so many different ways to do it. Quite a bit will be spoiler info too so......
Well hell I think I figured it out, You killed Cooke, and got the note of his dead body, I think in order to get the quest going from there you must talk to Pembroke about the note. I could be wrong never tryed that quest by killing cooke.
Also, there is always Google that you can utilize to see what Fallout wiki has as information. I also armed myself with an official guide for the game that describes every pissible outcome for each quest and step by step explanations what needs to be done to achieve specific ending - I have played through the game 6 times now and am trying to maximize my experience with it to its full potential, so spoilers are non-existent to me at this point therefore guide is not spoiling anything for me really. So unless you cannot find any answers whatsoever on the internt, then you come here and ask with detailed layout what has occured with you in-game.
You speak with Pembrooke right after his fallout with Cooke happens, he asks you to make Cooke pay and make him suffer. Whether to kill the latter or not is up to the player. I did both outcomes. If you kill Cooke, you go the meeting point, kill the baddies, talk to ghoul lady (killing her afterwards is optional), go to Marowski's lab, kill everyone there. Quest concludes. I have yet to be approached by Marowski after the fact though, but I hardly ever show up in Goodneighbour before main story ends, so that's prolly why. You get also hounded by his daughter, but depending on the ending her approaches are different. Also, Pembrooke's wife can get involved if you are nice to her during this whole charade... DC Blues quest can super confusing ergo as someone has said, due to quire various outcomes, we need detalled description as to what happened and what the OP was trying to achieve.
