CLOSED , FOLLOW THIS GUIDE IF YOU HAVE A INTEL HD GRAPHICS 4000!

My head hurts. I've been trying to solve this issue for 10 hours. I dont think I tried every solution but the game is still locked at 1 fps. Lowering your graphics and other stuff down , setting vsync free does nothing. Deleting all my mods did nothing too. Please help if you are out there.It is my dream game. Here are my system specs


Windows 8.1 64 bit
Processor :Intel(R) Core(TM) i5-3210M CPU @ 2.50GHz 2501 MHz 2 Cores
RAM: 8 GBs
Video Card: AMD Radeon HD 7600M Series

first - does this even meet the min requirements for the game...? If so make sure you are using the AMD graphics and not the intel...

But with only 2 cores i dont know if your system is powerful evnough...

...also where do you have the game? Not on steam by the loos of it...?

I played the game with 60 fps before. I dont have fallout 4 here because its my alt acc and I cant access my main. Also how do I know if the game is using the right video card?



EDIT: So I wandered around in the .ini files and found that the game is using INTEL!=!?!? How do I change that?

you get vac bans for cheating , multiple vac bans means lots of cheating .
post from the account with the game if you own it,
but, i dont believe you own it , i think you cheat at everything

Its only 2. And I cant access my main because of the phone application. I installed it to make trades , its worse now.

play fair ,
pay for your games

"multiple vac bans" only shows up when you have more than 4 ,
1-4 show up as
1vac ban on record
2 vac bans on record ,ect.

I dont think you understand me at the phone part. You need 15 days to enable steam guard. Their phone app makes it instant.
