Constant Stutter on Decent PC
I'm starting to go insane with this game. It constantly stutters even though it is holding a solid 60 FPS. I've tried so many different things and I don't understand what to do about it. I've tried disabling V-sync and then turning it off in my Nvidia Control Panel and it still was happening. In fact, the game wouldn't even go above 60 FPS. I've tried ENBoost. I've tried Windowed Borderless mode. I've disabled the controller option. I put the game on the lowest settings and it was still happening when I did that too. I did also try the iFPSClamp=60 and that was decent, but have issues trying to use terminals or vault doors. That and if it drops too far from 60 FPS it completely slows down to almost half speed. My specs are as follows.

Intel i5 7600K
8 GBs DDR4 2333MHz
EVGA GTX 1060 SSC
PNY 120 GB SSD
Corsair H110i AIO
650W Power Supply

Any help would be extremely appreciated.

Your EVGA GTX 1060 SSC it s 3 or 6 GB ?

I have tried changing the resolution, yes. And it's the 6GB model. Even if it was the 3GB model, it shouldn't be causing stutter on the lowest settings. Even on Ultra it holds a constant 60 FPS at 1080p. But it has a ton of Microstutter. Constant.

I would try ENB and see if that helps you.
Download 0.317 from the official site, install it and run the game normally.

Like, I said before, I have already tried the ENB configuration, but sadly to no improvement.

Suttter for me was caused by turning off vsync in the ini and using a third party to cap at 60. This did not work so I turned them both off and installed enb 0.317. I then went and used the fps cap at 61 and did the ini changes to it for enboost and since then i have been stutter free.

I've tried turning off v-sync, but for some reason, it doesn't exceed 60 FPS ever. I even made sure to turn off v-sync in my Nvidia Control Panel. Well, that didn't seem to have an effect, so I tried setting it to on and adaptive like people have suggested. I can't even play the game with the mouse and keyboard because it is so choppy. Even if I turn off the controller option. My CPU is overclocked to 4.6 GHz and even if I run it at stock speeds it doesn't help with this game. I don't understand why this game is giving my PC such an issue when I can literally max every other game out and get a smooth 60 FPS on all of them. As I've stated before, I've tried ENBoost and Borderless Windowed mode and those both didn't help with the issue. But keep throwing the suggestions at me guys. I'll take any help I can get.
gtx1060 + i5 is mid range not high end, that coming from a person who owns 1060 + i5 too.

do you have mods installed?

Only thing I can think of is the memory vs your swap file.

Fallout 4 min requirements is 8 gig... I have 16 and no issues for me with choppy play, but it DOES occassionaly very slightly drop framerate and that's related to the age of the engine.

Maybe you need more memory. Also, is your OS on an SSD? Could help.

A skylake cpu is not considered mid or low range and the i5 and i7 skylakes are high end CPU's Not top of the line but considered high end since well only about a very low percentage game with them because of price.

Okay, I guess you could say it's mid end. Sorry, I've just always seen it as high end. Not enthusiast, no. Lol But I guess I'm use to having lackluster parts like a GTX 950 or my old AMD Athlon II Tri-Core. But I guess I will soon experience high end this tax return season with the 1080 Ti.
