Report a translation problem
There are several mods that expand the available area of the normal settlements. If there is a normal settlement you like that's too small, that would likely solve the issue for you right there. Do make sure that 'Scrap Everything' or 'Spring Cleaning' sit after any other settlement mods in the load order. Very important. I forget which one I'm using offhand, but a little nexus searching for a settlement expanding mod with high endorsements should get you going.
There is a mod 'Conquest' that will let you build a settlement almost anywhere. You have to be careful with that so you don't break any quests, and junk objects in areas outside of settlements are unlikely to be scrappable, even with Scrap Everything, due to meshes being combined to help performance in most areas. Even so, there are a lot of areas where it would still work well.
One of my favorite settlement additions is the Nuka Settlements mod. It adds each of the Nuka World parks and a few extra spots in Nuka World as settlement areas.
I think that's the settlement expanding mod I'm currently using. If so, it's been very kind to me. Sanctuary includes across the bridge in the front and all the way up through the Vault 111 in the back. HUGE! I've had enough space to do everything I want to do in every settlement. More space than I can use really. The only downside is that settlers can wander quite far in some settlements. That's easily solved by building an attractor like a bar.
Ah, you should have said that form the start! You gave us a bunch of reasons the existing settlements didn't work for you, so naturally we recommend ways to fix that. I can't personally recommend any mods that add entirely new areas BUT, there is a whole category on the nexus dedicated to that. You should find the most endorsed at the top as a good place to start. I expect most of those don't add new settlements, but I'm sure some of them do. You could always combine one with Conquest to get a settlement in a completely new area if you can't find one you like that comes with new settlements included.
I do have a word of warning regarding those mods. As Fallout 4's DLC's tend to expand past the normal edge of the map (Far Harbor and Nuka World both add their travel points past the original edge), several of the big name 'new area' type mods that were in the works before the DLCs released now conflict with the DLC. Be sure to read the whole description and a lot of the comments on any of those mods before you try them.
