did you read the individual mod discriptions and make sure you disabled every mod properly?
Some mods need additional steps than just unchecking the box. If you disabled it anyways and it required certain specific steps, You might have broken your game.
Yes, I did. I also tried disable from the game menu which will reload everything and make some of NPCs go naked.
Then it's a loose file problem if you've disabled all the .esp files and non-official esm files.
Frankly, loose problem file are casued by bad mod managers who don't uninstall files properly (Nexus Mod Manager is notoriously bad for this) so start there but it's likely that you'll need to do a fresh install to fix the issue (and a frewsh install of nexus mod manager, it's safe to keep all your previous mods but you will need to delete the virtual instalkls, etc while keeping the mods downloaded fine, either for NMM to register or to drag+drop them into your fresh install of NMM, depedning on how severe the issue is).
If you've re-installed Fallout 4 with the same mods, take note and try to find a commonality and use said commonality to find out exactly what the issue is. Figuring out mod conflicts this severe can be a total PITA requiring extremely due diligence.
Also, it COULD be an incompatibility with that stupid update they did breaking a mod (why Bethesda? No one cares about your silly ads for "paid" mods), if that's the case you can simply use the Steam dev mode to download the 2nd newest launcher and use that instead.
That's a load of work but thanks. I will try this. I will let you know if it's work. But if I disappear please not that I either quit playing this game or got put in jail for murder attempt. lol
Totally, haha, sometimes fixing the issue is a game of itself. Just follow these steps:

Then problem is with my mods and due to me disabling all the esp files and non-official esm files it HAS to be a mod installer problem (so resintall) and try to figure out the common trait between your last fully working save and this latest new game? Perhaps you didn't have, for example, Better Locational Damage installed whein it last worked? Just as an example of a problem that could arise.
Then I'd open up your bashed patch manually and make sure the records looks normal in the bashed patch (green=good, yellow=okay, red=needs to be looked at. Just use "common sense" when analyzing the data to figurte out which records need to be manually altered)
If you didn't run into the issue before you'll need a full reinstall and separate your mods mentally into categories, texture mods are always safe to install. Anything that could invole a script or a totally new object could be suspect so you'll have to install them in batches of 5 at a time.
It's a TON of work.
The biggest problem is I havn't been in DC before. All other NPCs before I reached ther are fine.
So I think I have to try 2nd option first.
DC meaning disconnect? If so and you've never had that issue before then looks at 2 things:
1 being mods that alter that area and 2 being mods that alter npcs which should be in that regions. Finally, check mods that alter locations in that area.
But if you're diabling everything and still getting CTDs then it's only an issue that can be resolved by re-installing. Thank Nexus Mod Manager for that mess, that program is a pile of barely working trash.
Depends on how ♥♥♥♥♥♥ your mod manager is. Nexus Mod Manager frequently doesn't properly unistall mods, for example and can leave orphaned files left over.
I uninstalled them. Even delete an download again on some of them.
I mean Diamond City.
One thing you could also try is the recycleactor console command. That works better than disable/enable for resetting an NPC. You might need to do a moveto.player afterwards as the NPC could reset to some other location. NPCs with multiple versions tend to break if you recycle them (like old/young cabot sister). I don't think Diamond City has any of those, but it might. Even if recycleactor gets your NPCs talking again though, the issue could have broken their quest related scripting, so you might have trouble down the road.
I'd recommend going back to a pre-diamond city save IF that fixes the issue and you aren't like 20 hours past it or something.
Thank you, the save prior to Diamond City now is about 10 hours away since I continue to try talk with some other NPCs in other city I haven't met and they are all fine.
If this fix the problem, I have no objection to play those 10 hours again.
I'm back here to tell you all who help me that I start a new game with exactly same mods but this time Diamond City NPCs are respond.
So, I don't know that cause the problem from my last save but thanks to that I lost my almost 70 hours of play.
