Is there a mod that adds black lines around the character like in Naruto?

That looks like it uses a blur to make the textures look more celshaded and adds a poorly done black line around models. Use it if you want, but it looks like garbo.

The official reshade program has a toon outline option(last i heard) - but like the previous post said, the toon outline looks like ♥♥♥♥♥♥♥. I tried playing witb it and it got old quick. Wait till someone makes a proper enb-reshade preset to capture the cartoon aesthetic you want, or try taking a crack at it yourself.

Its a third party program that allows you to tweak the screenspace and lighting stuff, including adding in cell-shading.
