What exactly are you trying to ask for? Aim? Aiming works. I don't know what "ads" means in this context. maybe you should also type out what exactly your issue is and how you think it can be solved. On a game that will not be updated, and has likely got a mod to do what you need or want it to.
Though, in this case the OP's statement doesn't even make clear whether "toggle" is being used as a verb or an adjective.
Aiming using a scope has a toggle on and off.
Aiming using hip firing you are just firing where the cross hair is, toggle not applicable.
Then you have VATS which has an on/off as well.
Holding makes it generally faster to switch states, while tapping is generally easier on the hands, giving better individual aim on precise shots and putting less long-term stress on the fingers.
I mean it is kinda more accurate but you still aint getting a critical hit chance, luck bonus charging critical bar, or a perception bonus to hit with.
I dunno, I play with a controller so all you are doing is holding down the left button. The OP is probably complaining because they are using keyboard and mouse.
I found that out recently too and It's annoying. I have to use auto hotkey, which is kind of hilarious.
